Description

The Council has acquired a site on Cardale Park, Otley Road, Harrogate for the development of extra care housing. The Lead Organisation will have the capacity, expertise and responsibility for delivering (or leading collaborative arrangements with other organisations to deliver) the following: • Design and build • Finance • Scheme operation and service delivery The value of the scheme is anticipated to be approximately £36,000,000 including VAT. The potential subsidy value of the scheme is anticipated to be approximately £0 - £2,250,000 including VAT. However, any subsidy requested is not guaranteed and any Application will be assessed in accordance with Volume 5 Subsidy Scheme Conditions. The contract duration is anticipated to be 27 years and 2 months from 01 May 2027 to 31 August 2054, with an indicative start on site date of 01 September 2027 to allow for the scheme to be operational by Autumn 2029. Planning and statutory approvals: Delays in, or failure to obtain, planning permission or other regulatory consents, potentially leading to project delays and increased costs. Ground conditions and archaeology: Unforeseen ground conditions, including archaeological finds, which may require investigation or mitigation and could delay construction works. Environmental and wildlife constraints: Impacts arising from protected species (e.g. bats, newts, badgers), nesting seasons, or other ecological requirements that may restrict works or affect programme timescales. Supply chain and partner viability: Financial failure or insolvency of a development partner, contractor, or key supplier, affecting project delivery, costs, or continuity. Weather and climatic conditions: Adverse weather events that may disrupt construction activities and extend delivery timescales. Resourcing and capability: Loss of key personnel or specialist expertise essential to the design, development, or delivery of the extra care scheme.

This Contract is being tendered as a competitive flexible procedure in accordance with section 20 of the Procurement Act 2023. Stage 1 - Conditions of Participation (Deadline: 21/09/2026 at 12 noon) Stage 2 - Invitation to Tender (Deadline: 30/11/2026 at 12 noon) Stage 3 - Presentation (Deadline to submit Presentation: 16/02/2027 at 12 noon, Presentation to be held 23/02/2027) For the avoidance of doubt, the deadline for participation in this Competitive Flexible Procedure is 21st September 2026 at 12 noon. Only Lead Organisations who have met all Conditions of Participation at Stage 1 shall be invited to the Invitation to Tender stage.
