Description

Blackpool Council is looking to appoint a Supplier for the delivery of 2 x 7-a-side 3G Football Pitches, 1 x Multi Use Games Area, 2 x Padel Courts and associated landscaping. The site is adjacent to Blackpool Football Club, off Seasiders Way, Blackpool. The scheme is at RIBA Stage 3, and Blackpool Council will engage a Lead Consultant who will continue to be employed by Blackpool Council throughout the duration of the works through to completion. A planning application was submitted in April 2026, and a decision is due to be confirmed at the beginning of September 2026. The Contracting Authority wishes to appoint a Supplier who can clearly demonstrate the ability to meet our requirements and who offers the most advantageous tender.

Stage 1 - Request to Participate (RtP)

The first stage of this Procurement Procedure requires that you complete a Procurement Specific Questionnaire (PSQ). The PSQ is designed to capture core information and provide the Contracting Authority with sufficient information to select (short-list) a suitable number of capable Suppliers who will be invited to proceed to the next stage of the Procurement Procedure.

Only Requests to Participate which satisfy all conditions of participation will be eligible for consideration to be invited to the next stage of the Procurement Procedure.

In line with Regulation 85 subsection 3 of the Procurement Act 2023 this below threshold works tender is being conducted under a two-stage process.

Award criteria

All responses received to this Request to Participate via The Chest by the deadline will be assessed, scored and ranked using the criteria detailed in document 1. Stage 1 Request to Participate.

Subject to passing the mandatory / discretionary exclusion elements your responses to the specific questions relating to Conditions of Participation at Part 3 of the Procurement Specific Questionnaire will be evaluated in line with the scoring criteria set out.

Only Requests to Participate which satisfy all conditions of participation will be eligible for consideration to be invited to the next stage of the Procurement Procedure.

The Contracting Authority reserves the right to disregard any Request to Participate from the process where they or any associated person or any sub-contractor relied upon to satisfy any conditions of participation is deemed to be excluded or excludable. Any Supplier deemed to be excluded or excludable may not be invited to participate any further in the Procurement Procedure.

Only Requests to Participate scoring 60% or above for the scored questions and ranked within the highest 5 scoring Suppliers will be invited to submit a Tender. In the event that the 5th highest ranking score is held by more than one supplier, each of the suppliers with that score will be invited to submit a tender.

If, at the end of the Request to Participate Stage but before the commencement of the Tender stage, any of the 5 highest scoring suppliers chooses to withdraw from the process, then the next highest scoring supplier outside of the original 5 highest scoring suppliers will be invited to submit a tender (e.g. if 2 suppliers choose to withdraw, the 6th and 7th place suppliers will be invited to submit a tender).

Where Requests to Participate may fall below any set minimum threshold, the Contracting Authority reserves the right to invite Suppliers to the Tender stage where it is deemed necessary in order to maintain a competitive process. Suppliers will only be invited to Tender where they meet all mandatory requirements and conditions of participation.
