Description

Angmering Parish Council invites tenders for the design, manufacture, supply, delivery and installation of a modular Café and Community Facility at Mayflower Park, Angmering, West Sussex. The project is a turnkey works contract for the provision of a high-quality, accessible and sustainable building incorporating a café, community space and public conveniences. The contract includes design development, planning support, manufacture, site preparation, utility coordination, delivery, installation, testing, commissioning and handover. The Council is seeking innovative proposals that provide long-term value, environmental sustainability, accessibility and durability. The total project budget is up to £750,000.

Description of possible extension:

The Contracting Authority reserves the right to extend the contract for up to 2 months beyond the initial term. Any extension will be at the sole discretion of the Contracting Authority and may be used where additional time is required to complete outstanding works, address unforeseen site conditions, accommodate statutory approval or utility connection delays, complete snagging and defect rectification activities, or ensure successful project handover and close-out. Extensions may be awarded in increments of up to 1 month each, with a maximum aggregate extension period of 2 months.

Options

The right to additional purchases while the contract is valid.

The Contracting Authority reserves the right to instruct optional additional works associated with the Café and Community Facility project. These may include enhancements to external seating areas, landscaping, renewable energy installations, additional fit-out elements, specialist equipment, community facilities, or other related works identified during the design development process. Any such options will be subject to available budget, formal approval by the Contracting Authority, and agreement of costs. The aggregate value of any optional additional works will remain within available approved budgets and applicable procurement legislation.

Justification for not using lots

Although the procurement could theoretically be divided into separate lots (for example, design, construction, utilities and fit-out), the Contracting Authority has determined that a single contract is the most effective delivery model. The project requires an integrated turnkey solution with clear responsibility for design, manufacture, delivery, installation, commissioning and handover. Dividing the procurement into lots would increase interfaces, coordination risks, programme complexity and contract management requirements, potentially reducing value for money and delivery efficiency.


Participation

Legal and financial capacity conditions of participation

Tenderers must demonstrate sufficient legal and financial capacity to undertake a contract of this value and complexity. As a minimum, tenderers must provide audited accounts, accountant-prepared accounts or equivalent financial information, turnover figures for the previous three financial years, evidence of financial stability, and details of any insolvency events, County Court Judgements (CCJs), administration proceedings or significant legal disputes. The Contracting Authority reserves the right to exclude tenderers that cannot demonstrate adequate financial capacity. Tenderers must also hold, or commit to obtaining prior to contract commencement, the following minimum insurance levels: Public Liability Insurance £10 million, Employers' Liability Insurance £10 million, Professional Indemnity Insurance £5 million, and Contractors All Risks Insurance appropriate to the contract value

Technical ability conditions of participation

Tenderers must demonstrate the technical capability, relevant experience and resources necessary to deliver a complete design, manufacture, supply, delivery and installation solution for the Mayflower Park Café and Community Facility. Tenderers must demonstrate experience of delivering turnkey design-and-build projects of comparable scale and complexity. Tenderers must provide details of at least three comparable projects completed within the last five years, including client references. Tenderers must demonstrate capability to undertake the roles of Principal Designer and Principal Contractor and comply with the Construction (Design and Management) Regulations 2015. Tenderers must provide evidence of relevant qualifications, accreditations, health and safety management arrangements, quality assurance procedures, project management capability, and experience of delivering community, public sector, modular or similar building projects. Tenderers must also submit a concept design pack, project programme, risk register, accessibility statement and methodology demonstrating their ability to meet the Council's requirements.

Payment terms

Payments will be made against agreed project milestones following satisfactory completion of each stage and submission of a valid invoice. Tenderers shall provide a proposed milestone payment schedule as part of their submission. No advance payments will be made unless expressly agreed by the Contracting Authority. Final payment will be subject to successful completion, commissioning, handover and receipt of all required documentation.
