Scope

Description

The South Western Ambulance Service NHS Foundation Trust (SWAST) is seeking to establish a multi-supplier closed Framework Agreement for the provision of fuel storage infrastructure replacement and associated services across the Trust estate. Up to four (4) suppliers will be appointed to the Framework for a period of four (4) years.

The scope of the Framework includes, but is not limited to, the design, supply, delivery, installation, commissioning, decommissioning, removal and disposal of fuel storage infrastructure, associated civil engineering works, fuel management system integration, environmental protection measures and all ancillary works necessary to deliver compliant fuel storage installations.

As part of this procurement, SWAST intends to award an initial call-off contract for the replacement of the existing fuel storage installation at Swindon Ambulance Station. Future requirements may be awarded through either direct award or further competition between appointed Framework Suppliers. No guarantee is given regarding the number, frequency or value of future call-off contracts awarded under the Framework.

The estimated total value of the Framework over its four-year term is £1,120,000 including VAT. This value is provided as an estimate only and does not constitute a guarantee of future expenditure.

This procurement is being conducted as an Open Procedure in accordance with the Procurement Act 2023. The anticipated contract commencement date is 1 October 2026. Interested suppliers should review the procurement documentation available via the Trust's e-tendering portal and submit their tender response in accordance with the published procurement timetable.

Framework operation description

This procurement will establish a multi-supplier closed Framework Agreement with up to four (4) suppliers for the provision of fuel storage infrastructure replacement and associated services across the South Western Ambulance Service NHS Foundation Trust estate. The Framework will operate for a period of four (4) years.

The initial call-off contract for fuel tank replacement works at Swindon Ambulance Station will be awarded as part of this procurement process.

Future call-off contracts may be awarded under the Framework by either direct award or further competition.

Direct awards may be made where the Trust considers the requirement to be sufficiently similar to the services and works evaluated as part of the Framework procurement. Where the highest-ranked supplier is unable or unwilling to undertake the requirement, lacks capacity, fails to respond within the required timescale, or presents a conflict of interest, the Trust may approach the next ranked supplier.

Further competitions may be undertaken where requirements are project-specific, require refreshed pricing, involve varying site conditions, or where the Trust considers that further competition will achieve best value. All appointed Framework Suppliers capable of delivering the requirement will be invited to participate.

Contracts awarded through further competition may be evaluated on criteria including price, programme and mobilisation, technical solution, quality and methodology, environmental considerations, social value and relevant experience.

Pricing for future call-off contracts will be determined either through the rates and pricing mechanisms established under the Framework or through supplier quotations submitted as part of a further competition

Award criteria

Contracts will be awarded to the suppliers submitting the Most Advantageous Tender (MAT) based on a combination of quality, social value and price.

Tender responses will be evaluated using the following weightings:

Price: 60%

Quality: 30%

Social Value: 10%

The quality assessment will consider the supplier's proposed approach to delivering the Framework and the initial call-off contract, including:

Delivery methodology and project approach

Implementation and mobilisation arrangements

Technical capability, experience and resources

Quality assurance and compliance processes

Environmental protection measures

Health and safety management

Ability to meet the requirements of the specification

The social value assessment will consider the supplier's proposals relating to:

Workforce development and upskilling

Carbon reduction and environmental sustainability

Up to four (4) suppliers will be appointed to the Framework. Future call-off contracts may be awarded through either direct award or further competition in accordance with the Framework Agreement.
