The scope of the procurement is the provision of Marine Electrical and Mechanical Services at Sullom Voe Terminal, Shetland including the crude oil loading jetties, and across the Council’s ports, harbours, ferry terminals, vessels and marine infrastructure.

The successful Contractor must be capable of operating within high-hazard operational environments and complying with site-specific control measures, including permit-to-work and access control systems. A 24-hour, 365-day emergency call-out service is an essential requirement.

Full financial statements (not filing accounts) for the last 3 financial years available; if no accounts are available (eg new company) then a bank reference is required. Where accounts are not in English, the Tenderer must provide certified extracts in the English language;

A current bank reference which supports that the company could currently support an annual contract value of at least 150,000 GBP per annum; or

A credit rating check report to support a minimum annual value of 150,000 GBP; or

An average minimum general turnover of 100,000 GBP for the last 3 financial years available; or

A minimum general turnover of 100,000 GBP for the last financial year available; or

A minimum general turnover of 100,000 GBP for the current financial year by supporting verifiable evidence such as an extract from the company's finance and accounting software;

Evidence of current Employers and Public Liability Insurances to a minimum of 10,000,000 GBP and 5,000,000 GBP respectively;

1. Bidders must have had experience providing marine, electrical and mechanical services in both an oil and gas environment and harbour areas within the last 5 years; (must submit 2 case studies, 500 words each);

2. Bidders must ensure that they can support 24 hours a day, 7 days a week, 365 days per year, oncall service with an electrical engineer available to attend site within 2 hours and perform the function of isolating authority within the Sullom Voe Terminal permit system. This person must be of suitable experience and knowledge to maintain required systems; (Confirmation Statement).
