III.1) Conditions for participation

III.1.1) Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

List and brief description of conditions

Tenderers must be enrolled on a relevant professional or trade register in accordance with the Public Contracts (Scotland) Regulations 2015. For UK‑established Tenderers, this may include registration with Companies House.

Where required under national law, Tenderers must hold (or have demonstrable access to) the professional authorisations necessary to perform building repair and maintenance services, including drainage works, roofing, general building fabric repairs, and void property works.

III.1.2) Economic and financial standing

List and brief description of selection criteria

Minimum annual turnover must be at least equal to the estimated annual value of the Lot applied for. Where a bidder applies for more than one Lot, the estimated annual values of those Lots will be aggregated and the bidder must meet the combined turnover threshold. Bidders may qualify for some Lots but not others.

The Client may undertake financial viability checks using a recognised credit‑reference agency. Where a Tenderer’s financial score indicates potential risk, the Client may request additional information or assurances. If, after review, the Tenderer’s financial position is assessed as unsatisfactory, the Client reserves the right to reject the Tender.
