Scope

Description

Delivery of fire remedial works to properties owned and managed by Southern Housing. This opportunity comprises two frameworks (lots) with intended maximum duration of four years each, as follows:

Lot 1 - Low Value Projects - Delivery of Projects of low value most suited to SMEs - estimated value 25,000,000.00 Framework GBP incl VAT, per annum - It is envisaged four Contractors, with the option to appoint five Contractors, will be appointed for this lot

Lot 2 - High Value Projects - Delivery of Projects of higher value most suited to larger Suppliers - estimated value 35,000,000.00 GBP incl VAT, per annum - It is envisaged four Contractors, with the option to appoint five Contractors, will be appointed for this lot

Suppliers are to note that in accordance with Section 20 of the Procurement Act 2023, Southern Housing are electing to limit the number of lots a Supplier can apply for within this process.

Southern Housing are keen to ensure they have due regard for Section 12 of the Procurement Act, in relation to removing barriers to participation for Small and Medium-sized Enterprises.

A Small and Medium-sized Enterprise (SME) is defined as:

•fewer than 250 staff (see paragraph 8 above); and

•less than or equal to 44,000,000.00 GBP in annual turnover or a balance sheet total of less than or equal to 38,000,000.00 GBP.

Southern Housing have therefore taken the decision to establish two lots for this opportunity.

Suppliers are encouraged to have due regard for the information above when applying for this opportunity.

Pre-market engagement has not been deemed necessary for this opportunity as the scope was already well defined.

Description of risks to contract performance

The following risks have been identified that would impact the performance of the Contract, where the impact cannot be known at this stage but may relate to a Contract modification if the risk was to materialise:

1.Risk of legislative changes, regulatory changes or changes in law during the term of a Contract

2.Risk of unforeseen changes to delivery/operational standards

3.Risk of changes in technology, IT solutions or systems

4.Risk of unforeseen increase in Contracting Authority budgets/increased volume of works/services

5.Risk of unforeseen circumstances that cause the value of the Contract to increase (previous examples include BREXIT, war, pandemic and the cost of living crisis)

6.Risk of unforeseen political impact

7.Risk of unforeseen increase in property volume.

8.Risk associated with indexation costs across the term of the Contract, which have not been included in the values included in the Tender Notice and Tender Documents.
