Description

Transport for London (TfL), and London Underground Limited (LUL) plan to put a framework in place with two lots:

Lot 1 - For the manufacture and supply of new escalator PLCs built to TfL specification as well as the associated field wiring, motor drives and HMI. A priced option including installation will be included.

Lot 2 - For the manufacture and supply of drives and inverters required for OPEX maintenance.

As part of this Framework tender, TfL also proposes to include the first call-off for Lot one, Piccadilly Circus Escalator programmable Logic controllers - supply and install.

TfL requires a framework to commence in late winter/early spring 2027 for an initial duration of five (5) years, with an option to extend by up to three (3) years. Any extension will be applied as two (2) years plus one (1) year.

Justification for framework term over 8 years

An eight-year framework term is proposed to provide long-term supply chain stability and value for money in the delivery of escalator PLC upgrades and maintenance. The framework will operate for an initial five-year period, with the option to extend for up to a further three years. This duration aligns with the long-term nature of asset renewal programmes, allowing sufficient time for suppliers to invest in specialist capability, technology, and resources while maintaining continuity of service. The extended term supports the efficient delivery of both CAPEX-funded upgrade projects and ongoing OPEX maintenance activities, reducing procurement disruption and ensuring consistent technical standards across the asset base. Furthermore, the framework provides flexibility to respond to increasing asset renewal demand, minimising supply chain risk and securing access to critical expertise and components throughout the lifecycle of the programme.
