Green Action Trust wishes to appoint a suitably qualified Consultant to deliver the Developed and Technical Design stages (RIBA 3 and 4) for the Dargavel Burn Restoration and Weir Removal Project. The commission may be extended to provide preparation and supervision of the RIBA 5 Works procurement and delivery stages respectively.

II.2.4) Description of the procurement

The Consultant shall deliver Developed and Technical Designs (RIBA Stages 3 and 4), producing a multidisciplinary, build-ready design based on the Concept Design (RIBA 2). Services will include delivering the river restoration Developed and Technical Designs (RIBA 3 and RIBA 4) incorporating biodiversity and landscape improvements, ecological and environmental assessments, flood modelling ensuring no increase in flood risk, meaningful stakeholder engagement, preparation of statutory consents (including EASR and Planning Permission), and the production of NEC4 tender documentation for the build stage (RIBA 5). Design will take into account all relevant constraints, most importantly contaminated land, flood risk and ecological sensitivities. Design decisions will be logged demonstrating that constraints and risks have been acceptably designed out of the final Technical Designs suitable for build.

Current funding allows for the procurement of services for Developed and Technical Designs (RIBA Stages 3 and 4) to allow for a Construction tender to be compiled. It is expected that the appointed Consultant may also support procurement and provide professional services during the construction phase (RIBA Stage 5), including NEC4 Principal Project Manager, Principal Designer, and Supervisor duties, together with ecological and geomorphological supervision.

An Indicative Scope of Services is included in Appendix 1 of the Pre-Qualification Questionnaire.

Overall, the Consultant's role is to take the project from Concept Design through to completion of Technical Design (RIBA 4), secure all necessary approvals and permissions, undertake required surveys and investigations, prepare works tender documentation, and support successful delivery through construction.
