Linstone Housing Landscape Maintenance Contract 2026-2029

II.1.4) Short description
The Contract will principally comprise litter picking, grass cutting, shrub bed & hedging, ad-hoc moss clearance of hard standing areas maintenance and leaf collection landscape maintenance services to existing properties and common landscaped areas throughout Renfrewshire to the areas detailed within the Landscape Architects MAP’s. The Contract may also include tree maintenance services, tree and stump removal works, and repairs to existing damaged grass areas.
The Contract, as tendered, only includes properties and landscaped areas throughout Linwood, Johnstone and Paisley. However, Linstone Housing also provide services to their customers in Bridge of Weir, Renfrew, Elderslie and Kilbarchan, and additional properties or landscaped areas throughout Renfrewshire may be introduced by Linstone Housing during the Contract.
Shrubs bed maintenance will mainly be undertaken by the Estates Management Team of Linstone Housing rather than the Contractor. However, the Contractor will be required to undertake shrub bed maintenance to the following estates/MAP’s, the areas of which have been incorporated within the tender pricing document;
1. M02 Rev B Dykebar – areas S11 and S12 to be maintained by the Contractor. Bidders are advised that areas S11 and S12 are actually hedging and have been incorrectly recorded as shrub bed areas on MAP M02
2. M10 Rev B Sandyflats – areas S1 and S2 to be maintained by the Contractor;
3. M19 Rev B Town Centre – all shrub beds to be maintained by the Contractor; and
4. M20 Rev B Abernethy Drive – all shrub beds to be maintained by the Contractor.
Bidders are also advised that Linstone Housing do not anticipate the Contractor having to undertake any works during the contract at the following estates/MAPS’s;
a. M01 Bridge of Weir;
b. M04 Glen Street Paisley;
c. M06 Johnstone Castle;
d. M07 Rev A Kilbarchan;
e. M08 Renfrew Rd or Kirklandneuk;
f. M09 Corseford;
g. M21 Brown Street; and
h. M22 Ellerslie Street.
Bidders are further advised that the grass area G1 detailed on MAP M10 Rev B Sandyflats is rough grass and will receive only one rough grass cut per annum.
The Estates Management Team of Linstone Housing will also generally undertake moss clearance of hard standing areas with the exception of the hard standing areas detailed on M02 Rev B Dykebar. The Contractor will be required to undertake moss clearance three times annually (April, June and October) to the hard standing areas detailed on M02 Rev B Dykebar.

List and brief description of selection criteria
Bidders will be required to have a minimum 'general' yearly turnover of 290000 GBP for the last two years or have an average yearly turnover of a minimum of 290000 GBP for the last two years.
Where turnover information is not available for the time period requested, the bidder will be required to state the date which they were set up or started trading.
It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurances indicated below:
Employer's (Compulsory) Liability Insurance - 5,000,000 GBP
Public Liability Insurance - 5,000,000 GBP

Question 4C.1.2 - Bidders will be required to provide three examples of landscape maintenance services that are similar to the requirements of Linstone Housing and demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.1.4 of the Find a Tender Service Contract Notice or the relevant section of the Site Notice.
Question 4C.4 - If bidders intend to use a supply chain to deliver the requirements detailed in the Contract Notice, they should confirm they have (or have access to) the relevant supply chain management and tracking systems to ensure a resilient and sustainable supply chain.
This will include confirmation that they have the systems in place to pay subcontractors through the supply chain promptly and effectively, and provide evidence when requested of:
a) their standard payment terms
b) ≥95% of all supply chain invoices being paid on time (in accordance with the terms of contract) in the last financial year.
If the bidder is unable to confirm (b) they must provide an improvement plan, signed by their Director, which improves the payment performance.
Questions 4C8.1 and 4C8.2 - Bidders will be required to confirm their average annual manpower for the last three years. Bidders will be required to confirm their and the number of managerial staff for the last three years.

Where performance falls below the minimum acceptable level during the Contract, the Contractor will be required to produce a Remedial

A Tenderer will be required to achieve a minimum score of 2 against each Question within Part C, i.e. a score of 2 or greater shall represent a Pass whereas a score of 1 or lower will represent a Fail.
Linstone Housing will disregard, and not evaluate the remainder of a Tenderers bid should the Tenderer fail to achieve the minimum score of 2 (a Pass) against any of the Questions included with Part C
