Justification for not publishing a preliminary market engagement notice
The Contracting Authority is satisfied that sufficient market knowledge already exists to develop the procurement strategy and tender documentation without the need for additional engagement. Undertaking PME would therefore not provide any material benefit, improve competition, or influence the design of the procurement, and could result in unnecessary delay and additional resource expenditure. The procurement will remain open, transparent, and competitive, ensuring all potential suppliers have an equal opportunity to bid.
