Description

Old Etonian Housing Association seeks to fully outsource its housing management and maintenance services. The successful tenderer shall be a Registered Provider (RP) who will also deliver financial services to OEHA, alongside all housing management functions required under tenancy agreements.

Participation

Legal and financial capacity conditions of participation

Bidders must demonstrate financial standing sufficient to deliver a contract of this value over the 3 + 2 year term, assessed on a pass/fail basis through the Selection Questionnaire using financial information such as the most recent accounts, management accounts or other equivalent evidence of turnover and financial stability. Bidders must confirm they will hold employer's liability, public liability and professional indemnity insurance at the required levels from contract commencement. Evidence of insurance is not required before contract award.

Technical ability conditions of participation

The successful tenderer must be a Registered Provider of social housing (RP) registered with the Regulator of Social Housing, or an equivalent registration. Bidders must also demonstrate relevant experience of delivering housing management and maintenance services for residential social housing, including tenancy management, responsive repairs, planned and cyclical maintenance, void works, compliance and financial management including arrears. This is assessed on a pass/fail basis through the Selection Questionnaire using examples of comparable contracts, performance information (KPIs and case studies) and evidence of capacity and resources.
