Scope
Description
1. Short Description / Scope of Works
The Contracting Authority is seeking expressions of interest for a comprehensive "source and erect" contract to execute the proactive replacement of 10 streetlighting units across designated locations in Winscombe, North Somerset.
The successful contractor will be responsible for the decommissioning and safe disposal of existing assets, the supply of all specified components (luminaire, photo-electrical control unit, columns, and bracket arms), and the complete mechanical installation and erection of the new assemblies.
All physical civil works, structural installations, and equipment supply fall under this contract scope. All specialized, live electrical grid interventions directly involving the Distribution Network Operator (DNO) network must be priced entirely separately as a distinct, unbundled cost element.
2. Technical Specifications
Bidders must source and install components meeting or exceeding the following criteria:
• Luminaires: DW Windsor Kirium Pro 1 (or a fully certified technical equivalent offering matching lumens, optical distribution, and energy-efficiency profiles).
• Control Systems: Integrated Part-Night photoelectric control cells (PECUs) designed to automatically calibrate energy-saving dimmed or off schedules during designated off-peak overnight windows.
• Physical Supporting Infrastructure: Supply and installation must accommodate varying structural constraints per asset location, requiring:
• Galvanised steel columns
• Wooden pole mountings/interfaces
• Outreach bracket arms
3. Specific Asset Locations
Works are strictly restricted to the following 10 structural assets situated within the BS25 area:
Location Asset / Column Identifiers Quantity
Church Road, Winscombe C1, C2, C4, C5, C6, C7, C8, C9, C10
(9 Units)
The Square, Winscombe C1
(1 Unit)
4. Exclusion of Live DNO Works (Pricing Clarification)
For the avoidance of doubt, any physical electrical connection, disconnection, transfer, or contestable/non-contestable grid works required from the regional Distribution Network Operator (National Grid Electricity Distribution) must be itemised individually.
Contractors must present all specialized DNO-specific line items quoted separately within their commercial submission. The main evaluation will distinguish core delivery costs from localized statutory utility fees.

Weighting description
The contract will be awarded to the Most Economically Advantageous Tender (MEAT) based on a balanced evaluation of commercial value and qualitative delivery.
Evaluation is weighted heavily toward Commercial Value (60%), which will assess the bidder's fixed-price submission for the core sourcing, delivery, civil works, and physical erection of the 10 streetlight units. To ensure transparency, bidders are strictly required to provide a separate, unbundled quote for all live Distribution Network...
Operator (DNO) electrical grid works; failure to itemise these costs separately from the core installation will result in a non-compliant score for that commercial element.
The remaining balance of the evaluation (40% Quality) will assess technical and operational compliance across three specific areas:
1. Technical Specification Compliance: Verifying that the proposed luminaires (DW Windsor Kirium Pro 1 or fully certified equivalent) and part-night photoelectric cells integrate seamlessly with the physical constraints of the galvanised steel columns, outreach brackets, and wooden pole mountings.
2. Delivery Programming & Local Impact: Assessing the robustness of the contractor's installation timeline and their strategy for minimising traffic and asset disruption across the specific locations on Church Road and The Square in Winscombe.
3. Environmental Waste Management: Reviewing the methodology for the safe decommissioning, structural dismantling, and certified recycling/disposal of the legacy streetlighting infrastructure.
