Tender Evaluation and Award Criteria

7.1 Evaluation Methodology

Weston College Group will evaluate tenders on the basis of lowest compliant price.

Tenderers must submit a complete and compliant tender response in accordance with the requirements of this ITT. Only tenders deemed compliant with the requirements of the ITT will be considered for financial evaluation.

The evaluation process will comprise the following stages:

A. Compliance Assessment

All tender submissions will be reviewed to confirm that:

• The tender has been completed in full

• All requested information and supporting documentation have been provided

• The Tenderer meets the minimum requirements of the ITT

• The Tenderer's proposal complies with the specification, scope of works and contractual requirements

Weston College Group reserves the right to seek clarification of any aspect of a submission where necessary.

B. Financial Evaluation

A thorough analysis will be undertaken to determine the lowest compliant tender.

The submitted pricing schedule will be reviewed to ensure that all tenders are assessed on a comparable basis and that the prices submitted fully reflect the requirements of the works. Where necessary, Tenderers may be requested to provide clarification or supporting information to confirm the basis of their pricing.

C. Due Diligence

The Tenderer acknowledges and agrees that, as part of the evaluation process, Weston College Group reserves the right to undertake appropriate due diligence activities, including but not limited to:

• Credit checks;

• Financial standing assessments;

• Reference checks; and

• Other background verifications considered necessary by the College.

Tenderers shall cooperate fully with any reasonable requests for information or supporting documentation.

D. Tender Ranking and Award

Following completion of the compliance, financial and due diligence assessments, compliant tenders will be ranked in ascending order of tender price.

The contract will be awarded to the lowest priced compliant Tenderer, subject to:

• Compliance with all mandatory requirements of the ITT;

• Satisfactory due diligence outcomes; and

• Confirmation that the submitted price fully reflects the scope of works and contract requirements.

7.2 Financial Evaluation

Cost Assessment

Tender prices will be reviewed to ensure that:

• Prices have been submitted on a like-for-like basis;

• The tender sum includes all costs associated with delivering the works described within this ITT;

• Any exclusions, qualifications or assumptions are clearly identified; and

• The submission represents a bona fide and deliverable offer.

The College reserves the right to seek clarification where pricing anomalies, omissions or qualifications are identified.
