BBC1’s Inside Out programme will detail how the consulting engineering turned outsourcing specialist had failed to meet the terms of its contract. The shortcomings are revealed in an audit report commissioned by Milton Keynes Council.
The council has now renegotiated its contract with Mouchel.
Council leader Andrew Geary said: "We are getting our bridge inspections up to date and we have done a huge programme of putting things correct. Mouchel won't be carrying out many functions or services for Milton Keynes as of the end of December.”
A Mouchel spokesman denied the allegations and told the BBC that the company had "fully met the requirements" of the agreement it has had with the council since 2004.
Earlier this year Mouchel was forced into a restructuring and de-listing from the stock exchange after financial difficulties.
