1.4 The Authority is seeking to appoint a contractor who specialises in the generation of electricity from landfill gas and landfill gas management (optional) to supply a landfill gas (LFG) power generation unit on a rental basis including delivery, mechanical installation and connection to the site landfill gas extraction system and National Grid connection, start up, commissioning and performance testing, and the provision of Operation and Maintenance (O&M) services on the LFG power generation unit and the existing flare and associated infrastructure within the gas engine compound and other associated services.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
As part of their tender response, potential Economic Operators are asked to submit a method statement by using the social value calculator, setting out how they will deliver ‘Social Value’ through the contract. The Social Value Delivery Plan will be evaluated and scored as part of the tender process. Contractual clauses will set out specific targets for delivery to be agreed prior to commencement of the contract.
