YPO will be seeking the appointment of suppliers to a new solution which will be available to the Emergency Services and Wider Public Sector. The solution will include management of non-emergency events. The solution may be purchased as individual software or hardware components.

II.2.4) Description of the procurement
It is anticipated that the new solution will be a DPS for a period from November 2023 to November 2033. Please note that these dates are not definite and may change at YPOs sole discretion.
It is anticipated that this solution will have multiple suppliers.
The new solution will support the management and sharing of information relating to: -
• The incident / event ground, including plans and locations of services and maps;
• Information about the personnel and resources that are on the incident / event ground and en-route, current and planned deployment of those resources, the status and skills of the resources;
• The risks associated with design and type of building. Chemical and other hazards;
• Other appropriate information specifically required for the incident / event.
• To be able to display video images of a streamed quality in real time from several different sources.
• Mobile data
• Training related to incident / event management.
• Other associated support functions
The reason for this PIN is to engage with providers in this market area to ensure the route to market that is put together meets our customers exact needs and requirements.

YPO will incorporate a standstill period at the point of notification of the award of the contract
is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and
provides time for unsuccessful tenderers to challenge the award decision before the contract
is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who
have been harmed or are at risk of harm by a breach of the rules to take action in the High
Court (England, Wales and Northern Ireland).
