The lead consultant is to engage, manage and coordinate a team of architectural, engineering and other consultant designers to develop a scheme of repair, refurbishment and renovation works for Linkage's Weelsby Hall site in Grimsby, North East Lincolnshire.

II.2.4) Description of the procurement
Linkage has been successful in its application to the National Lottery Heritage Fund for a round 1 grant to rescue three of the neglected historic buildings on site and renovate them for future viable use. The project name is 'An inclusive and sustainable future for Weelsby Hall'. A grant has also been secured from the Pilgrim Trust.
Linkage is seeking to appoint a design team incorporating the following disciplines:
• Lead Architect
• Structural & Civil Engineer
• Mechanical & Electrical Services Engineer
• CDM Principal Designer
Linkage's vision is to safeguard Weelsby Hall's heritage by renovating and refurbishing the historic buildings for productive use, creating jobs and generating an income to fund their on-going maintenance.
The proposed scheme includes, in summary:
• Refurbishment and reconfiguration of the Hall for use as a Centre of Excellence for Care Training, including a sensory integration suite, and accessible offices to the first floor
• Renovation of the Courtyard Outbuildings to create residential care accommodation for people with more complex needs (higher levels of acuity)
• Repair and refurbishment of the small Oasis building for use as a base for Linkage's Maintenance team
The initial contract will be let for the duration of the project's Development Phase (RIBA stages 0-3), expected to last 12 months, with the option to extend for a further period to cover the Delivery Phase (RIBA Stages 4-7). The current programme identifies the following indicative timescales for the Design Team's input:
Development Phase: October 2023 - May 2024
Delivery Phase: January 2025 - December 2026
The option to extend for the second period (Delivery Phase) is subject to external funding being approved, in addition to satisfactory performance of the contract during the Development Phase. The two periods of engagement are not continuous.

Description of renewals
The initial contract will be let for the duration of the project's Development Phase (RIBA stages 0-3), expected to last 12 months, with the option to extend for a further period to cover the Delivery Phase (RIBA Stages 4-7). The option to extend for the second period (Delivery Phase) is subject to external funding being approved, in addition to satisfactory performance of the contract during the Development Phase. If the project is successful in gaining round 2 approval from the Heritage Fund, Linkage plans to continue with the same consultant team unless there is a reason why this is no longer appropriate.
