Havant Thicket Reservoir represents a flagship project to construct the first new strategic water resource, and corresponding pipeline, in the South-East for decades. Construction work started on the Havant Thicket Reservoir Project in 2023 and is due to be completed by 2029. The Project is socially, economically, and environmentally significant. It is the product of collaborative regional water planning particularly between Portsmouth Water and Southern Water and forms a key step in increasing water resilience in the South-East.

This periodic indicative notice (PIN) is an invitation to express interest to participate in a market engagement exercise on the 16th October 2023 for the Project. Portsmouth Water are raising awareness to the upcoming opportunities on the Project for Works and Services related to two procurements:

Procurement Package : Visitor Centre and Recreational Facilities

II.2.4) Description of the procurement

The procurements will involve the design and construction of a Visitors’ Centre and Recreational Facilities.

The CPV codes set out in this PIN are included to give an indication of the likely scope of works and services. Portsmouth Water does not guarantee that all the activities referenced by the CPV codes will form part of any future contract notice(s), nor is the list exhaustive of all activities which may be included in any procurement process under this Project.

Portsmouth Water intends to procure suitably experienced organisations, with the capacity and capability of successfully delivering the works and services required for each contract.

The procurements will take place discreetly for the below package of works. Portsmouth Water does hold the right to change the number of contract packages before the procurements start.

The package of works and services is for the Visitor Centre and Recreational Facilities. This will be procured in 2025 and it form part of the overall construction works on site and works cannot start on site until the reservoir structure is built.

The detailed description of the works and services are as follows:

Visitors’ Centre and Recreational Facilities

The Visitor Centre will be built next to the reservoir. The construction of the Visitor Centre will be an essential element of Portsmouth Water’s connectivity with the wider community providing tangible benefits to people in the surrounding areas. The Visitor Centre will be a bespoke building within the overall reservoir development.

Portsmouth Water’s vision for the Visitor Centre is:

• Be used by the local community, inform people about Portsmouth Water’s work and enhance visitors’ health and well-being;

• Complement the natural setting, showcasing nature and the reservoir;

• Provide information to visitors about the history and archaeology of the Site;

• Exhibit and inform visitors about water resource management and protection of wetland habitats.

The Design & Access Statement, Engineering and Design Report and Environmental Statement make commitments to:

• Café;

• Shop;

• Educational facilities, including school visitors;

• Flexible space for community use;

• Toilets.

There is also an ambition to apply the ‘LETI Climate Emergency Design Guide’, to reduce whole-life CO2 emissions.

The key design parameters are:

• Building Zone 30m x 55m (Gross Internal Area circa 622m2)

• Maximum height 10m

Recreational Facilities

The Recreational Facilities include:

• Playground facilities;

• Bird hides and screens;

• Picnic tables and other site furniture;

• Fishing platforms;

• Slipway;

• Fencing and gates;

• Viewing platforms;

• Car park barriers, charging points and ticketing facilities;

• Public art;

• Life-saving equipment.

The key design parameters of the Bird Hide are:

• Building Zone 9m x 20m (GIA circa 70m2);

• Maximum height 5m

This PIN follows Portsmouth Water’s procurements for two major contracts Main Reservoir Contract and Main Pipeline Contract. Together these packages will deliver the purpose of the scheme; a new reservoir and pipeline to provide clean water to Portsmouth Water’s customers. The Havant Thicket Reservoir Project will also deliver significant socially, economically, and environmentally improvements by delivering habitat creation and enhance and new social space for the community. These packages are focused on delivering the social and environmental benefits of the scheme.

This PIN is not a call for competition and is not published to reduce time limits for the receipt of tenders.

This PIN is only to alert the market to the forthcoming procurement and Portsmouth Water’s intention to commence pre-procurement planning and market engagement to inform its commercial and procurement strategy for the services/supplies/works referred to in this PIN.

Portsmouth Water intends to launch the procurement processes by the publication of a contract notice, but Portsmouth Water reserves the right not to commence any procurement or award any contract(s) in respect of the services/supplies/works referred to in this PIN and to amend the information in this PIN. The procurement package will be procured discreetly and will be commenced and awarded in 2025.

Although the package will not commence until 2025 it is important engages with the market early to understand delivery options that could influence the design. The design is being progressed to RIBA stage 3 during 2024, Portsmouth Water would like to consider modern methods of construction including modular builds.

Non-participation in the market engagement exercise shall not prevent any supplier from participating in the future procurement. Given the early stage of the procurement and anticipated impact of market engagement, information in this PIN may change. Insofar as permitted by law, Portsmouth Water shall not be liable for any losses incurred by any party as a result of reliance on such information.

Portsmouth Water is not obliged to communicate with any parties / economic operators that register after the deadline for registration has passed.

Portsmouth Water is not obliged to respond to any correspondence on this notice or any matter related to this pre-procurement market engagement exercise and the decision to accept the registration of any interested party/economic operator, and subsequent inclusion in any engagement process shall remain with Portsmouth Water alone.
