A contract notice for the project has now been published by the Defence Infrastructure Organisation (DIO), which has drawn up the proposals supported by technical advisor Amec.
DIO estimates the contract value at £180m to £230m and duration of works should be 23 months, with construction starting in January 2014.
An industry day for potential providers will be held on 14 December at Lyneham, near Royal Wootton Bassett.
