Capital value of the works is estimated at anywhere between £10m and £25m.
The contract is for the design, construction operation, management and maintenance of the new community stadium and new community hub at the Huntington Stadium site in Monks Cross.
The contract also includes the refurbishment of the city's existing leisure estate, including Waterworld and Huntington Stadium.
