Israel tenders region’s largest waste-to-energy plant

1 Nov 12 Israel’s environment and finance ministries are inviting international bids for construction of the region’s waste-to-energy plant.

An inter-ministerial tender committee of the Ministries of Environmental Protection and Finance has opened a prequalification process. The tender covers the design, finance, construction, operation and maintenance of a municipal waste recyling plant. It will receive municipal solid waste - both separated at source and unsorted - and will have an aggregate input capacity of at least 1,000t/day. It is expected to begin operating in 2016.

According to the build-operate-transfer model that is being adopted, the winning bidder will build the facility, operate it for 25 years in accordance with the standards that will be set by the tender. It will then transfer ownership to the state at no cost.

Deadline for submission of bids for the prequalification stage is 29 January 2013. Final deadline for clarifications and questions is 8 January 2013.
