The five-storey 1960s structure on Talbot Road near the sea front and the famous Blackpool Tower is being refurbished as part of a wider regeneration of the town.
The ultimate client is Blackpool Borough Council, but Tolent is contracted to the council’s development partner, Muse Developments.
