The council is advertising for three contractors to join a framework to undertake the work. The value of the framework is put at somewhere between £25m and £200m.
Appointed contractors will be expected to operate and maintain the solar PV panels for up to four 4 years.
The council is looking to move quickly and start work by mid December to generate maximum fee-in tariff.
