Provision of FM Services
The ACC Liverpool Group is seeking to establish a contract for the provision of Facilities Management (FM) Services. It is anticipated that the contract will start on 1.1.2020 for an initial period of 3 years until 31.12.2022 with the option, at the sole discretion of The ACC Liverpool Group, to extend the contract for a further 2 periods of 1 year until 31.12.2023 and 31.12.2024. The estimated total value is based on 100 000 GBP per annum over the potential 5 years of the contract excluding VAT.
The ACC Liverpool Group Ltd operates a world-class event campus comprising the M&S Bank Arena, Convention Centre and Exhibition Centre Liverpool. The campus stages a wide array of local, national and international events from shows and conventions, business gatherings to showcase exhibitions. The ACC Liverpool Group works closely with clients to ensure the success of their events and to deliver the best possible service.
This procurement is for the provision of Facilities Management (FM) Services for The ACC Liverpool Group campus. The intention is to award a contract with 1 provider to supply these services for an initial 3 year period with an option to extend, at the sole discretion of The ACC Liverpoo Group, for 2 further periods of 1 year. The estimated value of the contract is 100 000 GBP per annum excluding VAT.
There is an option to extend the contract for 2 further periods of 1 year at the end of the initial contract period of 3 years.

A minimum threshold is included within the economic and financial evaluation criteria for this procurement. Organisation are required to have an annual turnover of twice the annual value of the proposed contract.

The Contracting Authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
The ACC Liverpool Group is of the view that TUPE regulations apply to the proposed contract. On that basis, in addition to completing the standard selection questionnaire, organisations expressing an interest are also required to complete and sign a Confidentiality Agreement (see Document 6 in the invitation to tender documents uploaded for this procurement). This is to ensure organisations who are short listed to tender can be provided with the relevant TUPE information.
