LCC is undertaking this procurement process to appoint a Strategic Landlord to provide 3 functions:

1) The Landlord Housing Function in the new supply of accommodation that the Council acquires and/or develops to become part of the portfolio of accommodation-based support services for adult social care;

2) Property management for residential accommodation and only in schemes where there are also properties requiring the landlord housing function;

3) Design expertise to expediate developments where the Council requires additional capacity to increase the supply of accommodation.

II.2.4)Description of the procurement:

In line with the social care accommodation development plan there is an identified need to increase the supply of accommodation-based support across the County for adults with a range of additional support needs. This includes a range of accommodation-based services to support both working age adults with mental, health needs, learning disabilities, physical disabilities and older people.

The authority is exploring investment opportunities from its current asset base and from those on the open market to increase the supply of social care accommodation across the County.

Leicestershire County Council is undertaking this procurement process to appoint a Strategic Landlord (SL) to provide 3 functions:

1) The Landlord Housing Function in the new supply of accommodation that the Council acquires and/or develops to become part of the portfolio of accommodation-based support services for adult social care;

2) Property management for residential accommodation (limited scope) and only in schemes where there are also properties requiring the landlord housing function;

3) Design expertise to expediate developments where the Council requires additional capacity to increase the supply of accommodation (to be drawn on only as required).

Please note that the value specified is the highest indicative estimate which would be achieved if the specification was fulfilled above and beyond its maximum scope.
