The third iteration of LHC’s modular buildings framework, MB3, offers public sector organisations prequalified suppliers of design, supply, installation and hire of permanent, temporary and refurbished modular buildings.
All suppliers on the framework were vetted to ensure they could support the development of education facilities, healthcare settings, offices, community buildings, and mixed-use developments.
“As part of our in-depth evaluation process and gold standard principles, we review every submission in detail,” said Graham Collie, LHC’s interim head of technical procurement. “For MB3, this included conducting factory assessments, which took us across England, Scotland, Wales, Northern Ireland and the Republic of Ireland.”
The framework is available through all five of LHC Procurement Group’s business units: LHC, Northern Procurement Alliance, South West Procurement Alliance, Welsh Procurement Alliance and Scottish Procurement Alliance.
Less than £76m of public sector work was procured via the MB2 framework, but LHC expects MB3 to be more popular, hence the valuation of £265m over its four-year term, which runs to May 2029.
Collie added: “As the successor to the MB2 framework, MB3 facilitates the use of modular building solutions that prioritise offsite construction and its environmental benefits. This includes faster project delivery, reduced site disruption, and improved quality control through factory-based precision manufacturing.
“MB3 also responds to growing demand from public sector clients for sustainable, flexible and future-proofed building solutions. By creating opportunities for a wider range of suppliers – including SMEs and specialists in modern methods of construction – the framework is designed to build both capacity and resilience across the supply chain.”

Modular Buildings (MB3) workstreams:
- Workstream 1: permanent modular buildings – the design, build and installation of new permanent modular buildings for the public sector for use by education, offices, community building and emergency services
- Workstream 2: healthcare buildings – the design, build and installation of new permanent modular buildings for the healthcare sector
- Workstream 3: hire of temporary buildings – the hire for temporary modular buildings across all public sectors
- Workstream 4: refurbished buildings – the refurbishment of existing modular buildings, including those manufactured by a third party.
