Location: Vientiane, Lao PDR (site-based)
Contract type: Contract - approx. 24 person-months, full-time on site during construction
Rate: Competitive day rate, dependent on experience

About the role
Allen & York is recruiting an International Civil Work and Construction Engineer on behalf of an engineering consultancy. The role is on a World Bank-funded solid waste infrastructure project in Vientiane Capital, Lao PDR.
The works are split across three construction contracts:
rehabilitating the city's main landfill, with new engineered cells and capping of existing waste
upgrading one existing transfer station
building a new transfer station
As the international lead for site supervision, you will make sure the works are built to the approved designs, specifications, programme and budget. The contracts are administered under FIDIC conditions of contract.
Key responsibilities
Supervise construction of landfill cells and remediation works, including earthworks, liner installation, leachate collection, drainage, landfill gas management and capping
Supervise construction of both transfer stations, including tipping areas, compaction equipment, weighbridges and ancillary buildings, plus access roads, bunds and stormwater systems
Administer the works contracts under FIDIC, including reviewing contractor programmes, method statements and submissions
Review and certify interim payment certificates and variations
Agree key performance indicators with contractors and monitor programme, quality and cost
Set up and run quality assurance and quality control (QA/QC) procedures, and keep site records and inspection reports
Coordinate between the contractors, the government's Project Management Unit and other stakeholders
Essential requirements
Master's degree in civil or structural engineering
Experience in the construction of civil works
International experience in project management and construction supervision
Familiarity with FIDIC conditions of contract, World Bank standards and policies, and relevant Lao PDR legislation
Willingness to be based on site, moving between three construction sites
Strong communication and report-writing skills in English
Highly valued
Construction of environmental infrastructure or sanitary landfills
Experience in Lao PDR or elsewhere in Southeast Asia
Working knowledge of the Lao language
Desirable
Resident Engineer or site supervision experience on works funded by the World Bank or Asian Development Bank
Experience on comparable projects in South or Southeast Asia
Chartered or registered engineer status, or equivalent
