Janet Horton has joined as local public services market director within the company’s business services division. She joins from CSC where she was local public services director for three years.
Matthew Lugg is joining in July as director of public services within Mouchel’s infrastructure services business. He joins from Leicestershire County Council where he has been director of environment and transport for eight years. Since June 2011, he has also been under secondment with the Department for Transport for three days a week working as a special advisor supporting the highways maintenance efficiency programme (HMEP).
